An interesting footnote to the popularity of the flat cap in the UK is the implementation of Acts of Parliament to protect domestic wool trade. For instance in 1488 the 'Cappers Act' forbade any person from wearing a foreign manufactured hat in England. A fine would be levied upon anybody who disobeyed the Act. In 1571, a further Act was established to encourage domestic wool consumption, stating that everyone above the age of six wear a woollen hat (manufactured domestically) on Sundays and during holidays.
