Blackout regulation were imposed on 1st September 1939 and required that all windows and doors should be covered at night to prevent the escape of any glimmers of light that might aid enemy aircraft during the night. Enforced by a civillian Air Raid Warden, the clock was set at the time of that nights black-out and displayed at an ARP (Air Raid Precaution) post.
